Islam Or Terrorist?

Is it States that are governed by Islamic law the reason why it's not safe to travel to these places if your Non Muslim.
Or is it thr terrorist that just so happen to practice Islam the reason why it's not safe to travel to these places.
Suicide bombers kills more Muslims than Americans.
It just that Americans get caught up when they travel over there curious to the lifestyle and look to document it.
